Balloons and congratulations banner wanted

Dear friends and neighbours

Does any one have any balloons and a congratulation banner at home -they could let me have.

I am holding a certificate presentation evening for my learning and as per usual our organisation doesn't have any money to put towards it. I wanted to me make it a nice evening for the learners.?
