Spitiko (43 Green Lanes) finally threw in the towel recently. Renovation work has been going on, but I realised we weren't to get a trendy cafe such as those opening one after the other lower down Green Lanes when the builders didn't strip the walls back to the brickwork!

Then they started replacing the terrace style doors along the side of the building with huge plate glass shopfront windows, and lo: two dominos with a TM mark appeared.

So we are to get a Domino's Pizza fast food outlet at the end of our road. Oh well, at least it isn't another betting shop.

But has anyone seen planning applications for a change of use from restaurant to fast food outlet? Or do restaurants with take-away counters already qualify as fast food outlets?

(I've tried finding out on Enfield Council's website several times, but this woeful site won't let me in and its promised login verification or password forgotten emails never arrive. Great communication, Enfield.)

  • Anyone can view and search Planning Applications in the LBE web site. Goto  www.enfield.gov.uk and it will redirect you to their new portal. Under" Services and and Information" on the splash page, click Planning and Building Control. within the fourth group of subjects click "View Planning Applications"
  • Look for the paragraph 

You will be shown 6 Planning Applications for the premises

The original application was

Why all the documents and Decision notice are listed but not on line is beyond me!

In General Restaurants (Planning Class A3) were subsequently sub divided into Planning Classes A4 and A5

Thank you, Donald. I didn't realise it had been applied for last year. That's probably why I didn't find it when I looked.

The Decision Notice for the proposed food outlet is attached as pdf

Note that a condition has been applied in respect of the planning Class A5 use (take away) as follows:

7 The A5 unit shall only be open for business between the hours of 08:00 - 24:00 Monday to Saturday and 09:00 - 23:30 Sunday. Reason: To safeguard the amenities of nearby residential properties.

The following has appeared in the local press and a similar notice for a Night Cafe Licence should have appeared on the frontage

Note the disparity between the hours now being requested and those granted in terms of planning law. The processes are separate. Representations can only be made if the identity of the objector is disclosed in public

Please note that a Licence Hearing under Licensing Act 2003 is to be heard on 22nd June 2016 at 10:00 at the Civic Centre. The agenda papers are attached. The Hearing is a meeting in Public where you can listen but not take part
