The following story appears in the Enfield Advertiser relating to Devonshire Mews

Quote from spokesman of the Council:

"As Devonshire Mews is un-adopted there is not an owner who is responsible for the land and the council is not responsible for collection of the dumped rubbish

Perhaps the spokesman needs to be reminded that the land does have an owner except that ownership is set out in the unregistered Land Title Deed when the [said] estate land was auctioned back in circa 1902. 

Currently the land is unregistered because it has not been sold since the Land Registration Act 1925 and Land Registration Act 1948 came into force.

Land is only "unadopted" since the local authority has not "adopted the road" for local highways act purposes (public highway)

Interestingly Devonshire Mews is served with public lighting
