Piccadilly line delays: Commuters.... on stationary Tube train for over an hour (1st August)

I had some vague idea that the Underground were legally obliged to get people out of stationary trains after 30 mins. If so, is there any chance of them being prosecuted?

Today was pretty bad. On the Pi[ccadilly Line] we had an emergency timetable introduced. My morning peak Uxbridge train was reversed at Down Street [Hyde Park Corfner] and I sat in there for about 30 minutes before heading back east. Before that, traction current was discharged a couple of times around the Heathrow area. On the second half of my duty, I went to [Heathrow] T4 and got delayed there and pretty much all the way back to Cockfosters. Not the best of situations! [LUL] had trains stalled between stations, some for over an hour with customers and heard at least one doing a wrong directional move somewhere around Alperton.

Historical Note:

With the expansion of the Piccadilly Line in the 1930s, a central London reversing facility was needed. A siding was built from Down Street as far as Hyde Park Corner, with junctions on both eastbound and westbound tracks. The western ends of the Down Street platforms were demolished and the space used for the step-plate junctions, as seen here (the right hand tunnel leads to the siding and utilises the former platform space). The siding to Hyde Park Corner can accommodate two full length trains and can be accessed, on foot, from Hyde Park Corner station.
