Those people that paid cash  should be able to go to a ticket desk at a station to get their money back  ?
Nothing could be simpler Refunds can normally be obtained throughout ALL operating hours

How do I claim a refund for my Oyster card credit at a Tube station ticket machine?

At a Tube station ticket machine, you can get a refund of up to £10 pay as you go credit and your deposit. Simply touch your Oyster card on the yellow card reader on the ticket machine, select 'Oyster refund' and follow the on screen instructions. You can see the refunded amount due on the screen before finalising your request.

Please note that if you only have pay as you go credit on your Oyster card and get a refund you won't be able to use your Oyster card again. Make sure you no longer need it before you request a refund.

Refunds are paid back in cash dispensed from the ticket machine.

If you have more than £10 pay as you go credit or a valid season ticket on your Oyster card you can't get a refund at the ticket machine and have to request a refund by post.
