It's a Victorian stamp-licking machine that's been dumped in a skip because the new self-sticking stamps have made it redundant, and no-one can afford to post letters anyway...

Format reminds me of the Sanctuary Bell at Durham Cathedral and it would also seem to be on a door  so I'll guess something from Poundland, Muswell Hill

... I assume it's some sort of latch - but it is fitted at above head height... any one got any further information about it?

Ha, brilliant. If it's above head height, could it be for folk on horses? Just reminded of the Pegasus crossing at Hyde Park http://en.wikipedia.org/wiki/Pegasus_crossing

I think it was a bell pull. I've got some info about it somewhere. I'll hunt around and post what I find.
