I pass this every day and as you say it is from another era when clearly C.N. Grummitt was a force to be reckoned with and if you were in any doubt his list of qualifications would clearly indicate that he knows what he is talking about! I have often visualised C.N Grummitt, even the name sounds made up, in a TV sitcom based on the goings on at a fictious local council! I can just see him now unbending, efficious and a stickler for procedure!
